The Report Bug button is actually a fake button.

Why ?

You get the report bug/refresh when the server lost connection/closed connection due to one or another thing/bug ingame or at your end.

So nothing can be sent anymore from the game. The report bug button simply loads a pre loaded popup of bug received.

I guess this is a strategy to somehow please players in a fake way.

So clicking that button is simply pointless, you could simply refresh as no bug report has been sent.

Are we sure ?

Unless something changed, we checked and there was nothing sent in the background to the zynga server when that button was clicked.
Closing your internet connection, while having the game loaded will also give the same popup and when clicking the report bug, you will get the popup bug report received. I would love to know how that works if there is no internet connection
